Yes, that was the difficulty level they were aiming for and by gum they succeeded.

Heh. There’s a good reason for that term’s existence. XD
The good news is.. once you have a special weapon.. it helps you get through stages as well as bosses. The game is pretty hard though.. seems harder than most Megaman games I remember.
